District status for Sadar Hills, Jiribam likely soon

The long standing popular demands for creating full fledged Sadar Hills and Jiribam districts may see the light of day at the end of Chief Minister O Ibobi's third consecutive term.
According to well placed sources, the incumbent Government led by Chief Minister O Ibobi has a clear intention of upgrading Sadar Hills and Jiribam as full fledged districts for administrative convenience and not in the interest of communities which are dominant at the two sub-divisions.
As compared to Jiribam, declaration of Sadar Hills as a full fledged district would be more problematic for the Government.

The killing of nine people at Churachandpur subsequent upon the passage of three Bills by the Manipur Legislative Assembly for protection of indigenous people and the intensified campaign for integration of Naga inhabited areas has given leverage to the Government to declare Sadar Hills as a full fledged district, added sources.
While there was a strong public uproar at Churachandpur, people of Sadar Hills exerted strong pressure on the Government to fulfil their long standing demand.
A sizeable section of people including many civil society organisations even asked elected representatives to resign from their respective posts.
As assured by the Government, if Jiribam must be given the status of a full fledged district, many leaders have a firm conviction that Sadar Hills would be declared as a full fledged district at least two hours before Jiribam.
With regard to a question on the need for a Cabinet decision in order to declare Sadar Hills as a full fledged district, it is said that the State Cabinet had already adopted a decision towards this end when late Wahengbam Nipamacha was the Chief Minister.
The same decision was reaffirmed by another decision of the Cabinet.
As the State Cabinet had decided twice to declare Sadar Hills as a full fledged district, there is no need to adopt a fresh resolution, said the sources.
They added that what is pending is translation of the Cabinet decision into action.
Many leaders of Sadar Hills are still hopeful that Sadar Hills would be declared as a full fledged district by April 15 this year.
There is also a strong possibility about eruption of massive protest agitation if Sadar Hills is not declared as a full fledged district within the month of April.
It is reported that the popular demand for upgrading Sadar Hills to the status of a full fledged district is supported by many apex civil society organisations and armed groups currently under Suspension of Operation (SoO) pact.
Nonetheless, the report submitted by the District Re-organisation Committee would be examined minutely before Jiribam and Sadar Hills are declared as full fledged districts.
Notably, the Sadar Hills Districthood Demand Committee imposed total blockade on Imphal-Dimapur highway from August 1 to October 31, 2011 in pursuit of the demand for upgrading Sadar Hills to the status of a full fledged district.
