Owing to gross negligence of the Secretariat Health Department, 44 doctors who have shifted from the Directorate of Health Services to Jawaharlal Nehru Institute Medical Sciences (JNIMS) are currently enjoying GPF facility.
According to its service rules, JNIMS does not have the facility of GPF for its employees as it is being run by a Society constituted by the Government.
However, GPF amount has been deducted from their salary every month in the case of these 44 doctors and added to their GPF account as the Secretariat Health Department failed to inform the Accountant General (AG) about their shift of service from Directorate of Health Services to JNIMS, said an informed source.
According to fundamental rules, the doctors have to acquire the No Objection Certificate (NOC) from their former employer if they desire to shift to other departments.
Before acquiring the release order, the source said, they need to resign from their respective posts in order to let the Secretariat Health Department take up the process of terminating their service.

Their service at the Directorate of Health Services must be terminated and GPF accounts closed before they join JNIMS.
This however was skipped, if the fact that these doctors continue to enjoy GPF facility is any indication.
The 44 doctors applied for release order to the Director of Health , after which the Director informed the same to the Secretariat Health Department.
However, the Secretariat Health Department neither asked the doctors concerned to tender resignation nor intimated the AG about termination of service of the said doctors at the Directorate of Health Services.
Instead, the Secretariat Health Department issued the release order before the services of doctors were terminated.
As their service has not been terminated from the Health Department and GPF accounts are not closed, the doctors have a room to enjoy the facility of GPF although they are currently working at JNIMS.
The source said, JNIMS Director Dr L Chandramani despatched an official letter with a cheque of Rs 11,29,000 (drawn from Axis Bank under cheque No 195146, dated 17-02-2012) to the AG on March 23 .
The source further said that it was clearly mentioned in the letter that the amount was meant for GPF of the 44 doctors from April to December last year.
Necessary papers which indicated deduction of GPF amount from the salaries of the 44 doctors were also attached with the letter.
The source further said that the AG had permitted the said amount to be added to the GPF accountds of 44 doctors as their accounts are still active.
