Imphal, April 02 2012:
The Zero Garbage campaign, which was launched by the State Government with an objective to clean up all the Wards of Imphal Municipal area, has fallen short of the intended target by a good 40 pc.
According to sources from Manipur Housing Urban Development (MAHUD) and Imphal Municipal Council (IMC), the campaign could accomplish only 60 per cent of the intended objective.
The campaign, which was taken up with funds from the State Plan, aimed at cleaning up garbage and waste material at different parts of Imphal Municipal area by working together with local youth clubs, organisations and NGOs.
In order to achieve the intended objective, NGOs engaged in door to door collection of waste material and different local clubs organised awareness programmes and cleanliness drives at different Wards.
Many local clubs thronged at IMC after it was announced that Rs 30, 000 would be sanctioned for three awareness programmes in a Ward and Rs 5000 each to local clubs for organising cleanliness drive.

Sources further said involvement of politics could be witnessed in the selection of clubs with many clubs which did not have bank account rushing to IMC for selection.
Maintaining that NGOs also could not live up to the expectations of the Government authority concerned, sources further said that necessary fund would be however handed over to those organisations and clubs which organised awareness programmes and cleanliness drives.
Owing to the prolonged economic blockade clamped along the National Highways, the State faced serious scarcity of fuel.
As such NGOs could collect waste material once or twice a month, sources added.
In order to make the Second Phase of the campaign successful, there is need to depute not less than two NGOs per Ward, sources added.
