Chief Minister sheds light on Lilong flood issue

Imphal, March 03 2019: The drafting of the Manipur State Cine Policy 2016 has been finished and it will be produced before the Cabinet meeting soon, said L Jayantakumar at the Assembly yesterday.

The Art & Culture Minister said this during the policy cut motion raised by MLAs K Meghachandra and Surajkumar Okram during the demand for grants discussion.

The draft will be discussed in the Cabinet meeting within 15/20 days.

The required Cabinet memo is ready, he said.

Suggestions and objections were invited from the concerned/public on the draft policy through a notification dated May 15, 2017 .

But unfortunately, none came, he informed the session.

The Manipur State Cine Policy 2016, he said has provisions for review, modification and amendment to reflect and adapt to the fast changing technology in the field of cinema.

Advice and suggestions from the Film Forum Manipur, technical experts and others in the field of cinema were sought in drafting the policy, he added and informed that a committee has also been formed.

The committee members includes Art & Culture Minister, Commissioner, Director, officials of Film Forum Manipur and film makers.

On the use of MSFDS auditorium, Jayantakumar, who is also the vice chairman of the society, said that strict administrative order has been given to use the said auditorium strictly for film and Government related businesses only.

However, there is no restriction in the public use of Bheigyachandra Open Air Theatre (BOAT), he said.

The Minister also informed that UNESCO has included Nata Sankritana in the list of Intangible Cultural Heritage.

A letter has also been sent to the nodal agency Sangeet Natak Akademi to include 'Lai Haraoba' in the intangible cultural list of the UNESCO, he said and added that a documentation of the Shumang Leela will be done soon as a part of another project of the Akademi.

Speaking about the various achievements and projects the Art and Culture Department undertook, the Minister said that Manipur Film Festival is organised every year and MSFDS along with FFM have been observing April 9 as Mamigee Numit to encourage and promote film.

Cine cafe has been opened at MSFDS auditorium and films are screened every Sunday, he said.

Replying to the policy cut motion raised by MLAs Dr Chaltonlien Amo and Md Fajur Rahim during the demand for grants for relief & disaster management, Chief Minister N Biren Singh informed that the State has been adhering to the strict guidelines, rules and regulations issued by the Ministry Home Affairs, Govt of India.

In case of large scale disasters, the Govt provides relief without any FIRs or complaints.

Isolated disaster/incident requires FIR or complaint for the Government to provide relief, he said.

The release of relief/compensation for the Lilong flood victims has been stopped awaiting reverification following the 'report of many forged/fake documents submitted by applicants' .

A committee is investigating the Lilong issue, he said.
