Process underway to select ring road consultants

Not-withstanding all the hue and cry raised by some sections of people, sealed tenders for selection of Greater Imphal Ring Road institutional support consultant and construction supervision consultant have been opened.
The due process for selection of the two consultants would be finalized shortly, informed an official source.
An independent consultant hired by the Asian Development Bank (ADB) would first conduct a socio-economic impact assessment and submit a report to ADB.
It is reported that the socio-economic impact assessment is mandatory for such projects.
At the moment, the ring road project which would be funded by ADB is at a very initial stage.
Even if all stakeholders agree to take up the project, it would still require certain process of finali- zation.
Once the project is finalized, all necessary procedures including public hearing should be followed one after another.
People affected by the project would be given adequate compensation.
In case a whole building is affected, the compensation would be twice the amount invested in constructing the building.
Monetary values of affected buildings/structure would be calculated based on the current price list.
Shifting allowance and transportation assistance would also be given to all affected families.
Indigenous groups and vulnerable groups such as widows and poorest of the poor would be given special assistance.
To collect precise data and information about the structures which would be affected by the ring road, an independent consultant is carrying out a survey.
However, families not covered by the ongoing survey may not get any compensation, said the source.
