MIC directs presence of SSCG College principal

Manipur Information Commission (MIC) has directed the deemed State Public Information Officer (SPIO)/Principal of Shree Shree Gourogovind Girls' College, Khurai Sajor Leikai to be present before the commission in the next hearing in connection with an RTI application.
The commission issued the directive on November 8 while hearing an appeal filed by an RTI applicant, who alleged that the SPIO (administrative officer of higher and technical education) failed to furnish information related with the staff of the college even after he filed the application on August 20 to the SPIO followed by a first appeal on October 13 to the First Appellate Authority.
As he has been denied the information, the applicant filed an appeal to the state chief information commissioner, requesting for conduct of an enquiry and passing appropriate order.
Consequent to the appeal, the Commission conducted the first hearing on September 26 in which the both the SPIO and the deemed SPIO/Principal were absent.
The commission issued a show-cause notice to the deemed SPIO/Principal demanding a written explanation as to why penalty should not be imposed against him under section 20 (1) of the RTI Act, 2005 for failure to provide the required information to the appellant within the mandated period.
In the last hearing conducted on November 8, the deemed SPIO/principal of Shree Shree Gourogovind Girls' College was absent again and the commission directed his physical presence in the next hearing, which was fixed at 11.45 am on November 23.In his RTl application, the appellant sought list with details of teaching and non-teaching staff appointed from 1992 till date along with appointment orders, and list with details of teaching and non-teaching staff, who have either resigned, or have been suspended or terminated from their respective posts along with related order copies.
