HC serves notice in Home Guard seniority list case

The High Court of Manipur has issued a notice to the relevant authorities, seeking an explanation for their failure to implement preparation of a seniority list for Home Guards, despite a prior court order directing them to do so.
Addressing media persons at its Luwangshangbam office on Wednesday, Manipur Home Guard Employees' Welfare Association president Y Mangi stated that although Home Guard has been established over 60 years back, it is bereft of a dedicated commandant general or battalion commander.
Furthermore, seniority list and promotion guidelines for personnel are yet to be established.
The association has been demanding the creation of a seniority list for the Home Guard since 2022.A petition was filed in the High Court, which subsequently directed the authorities to prepare the list.
However, as no action was taken despite the court's ruling, the association filed a contempt of court petition, seeking an explanation for the non-compliance, he said while adding that in response to the contempt petition, the High Court has now granted the authorities time until June-16 to comply.
Y Mangi further highlighted that the organisation currently comprises approximately 1800 personnel, with over 1000 vacancies.
The five existing battalions namely Imphal East, Imphal West, Bishnupur, Thoubal and the headquarters, currently lack full-time commanders.
Additionally, promotion guidelines are yet to be established.
He urged all Home Guard personnel to attend upcoming meetings scheduled from May 11 onwards.
The meetings will be held on May 11 at Porompat Modern College for the 3rd Battalion; May 12 at Lamphel Ima Pan-thoibi Complex for 2nd Battalion; June 1 at Thoubal Haokha Maning Leikai Community Hall for 4th Battalion; June 2 at Mayangamba Shanglen near Bishnupur SP Office for 5th Battalion; and on June 15 at Pakhangba Mandir for the Loktak Project.
