Joy takes case to Speaker

Imphal, May 18 2023: A complaint has been filed to the Speaker of the Manipur Legislative Assembly to take appropriate actions against the 10 MLAs who demanded separate administration for Kuki and its kindred tribes.

The complainant, Okram Joy Singh (81) of Kakwa Huidrom Leikai, claimed that the conduct of the 10 Chin-Kuki MLAs was against the oath taken in the Manipur Legislative Assembly.

Speaking to media persons at Manipur Press Club today, O Joy said that the demand raised by the 10 MLAs to disintegrate the State is unpardonable.

Saying that every citizen of the country has the right to lodge a complaint against any legislator if his/her act is unbecoming of being a member of a Legislative Assembly to the Speaker of the House, O Joy continued that he too had filed a complaint to the Speaker of Manipur Legislative Assembly to take action against the 10 Chin-Kuki MLAs.

He said that the Members of the Parliament and State Legislatures must maintain a standard set of conduct inside the House and outside it.

Saying that a Member of a State Legislature or a Parliament is not given a free hand to do whatever he or she fancies, he added that there are a set of rules which every elected representative must conform to.

O Joy went on to state that the Parliament or a State Legislature can penalise its member if he or she violates the rules of the House.

Even a Speaker of a Legislature can be disqualified if he or she engages in corrupt activities, he added.

Saying that the Speaker of the Manipur Legislative Assembly can take up action against the 10 Chin-Kuki MLAs since they have demanded disintegration of Manipur, O Joy said that the 10 MLAs should not be allowed to be members of the House again.

He reiterated that there is a room for a common citizen to raise their complaint in State Legislatures.

Asking the State Government to take up befitting action against the MLAs who want disintegration of Manipur, O Joy said that he will look for other alternatives if the 10 MLAs are not penalised.

O Joy went on to state that the Manipur Legislative Assembly is a prestigious institution established even before the adoption of the Indian Constitution in 1948 .

He also said that Manipur used to be an independent kingdom in South East Asia.
