Imphal, July 04 2021:
While appreciating the objective of aspirational district programme implemented by the state government in Chandel district, Naga Students' Union Chandel (NSUC) has raised various issues concerning the district in different sectors and drew attention of the government for addressing these issues.
In a statement, NSUC said that the work quality of the 100-bedded District Hospital had been compromised and the project remains incomplete even after seven years due to sluggish implementation.
The work quality under sub-contractors is below public expectation, it stated while urging the authority concerned to look into the matter and plug the loopholes and other lapses like materials provided to the hospital.
Especially the patients are facing hardships due to the second wave of Covid-19 pandemic and the union will not remain as silent spectator anymore, it stated.
As educational institutions remain close due to the pandemic, poor students are suffering a lot as online classes do not provide much benefit to the students in Chandel district, NSUC said.
It then demanded the government to honour the previous agreement in respect of teachers' salaries and fees if the schools are opened for physical classes under improved situation and if the government is supposed to give an order in this regard.
The union appreciated initiative of the government's first phase of School Fagat-hansi Mission under which the lone Maha Union Government Higher Secondary School has been included.
However, it was found that the contractor did not keep up the work quality in major renovations on the existing old buildings.
The old GI sheets which were superficially painted with substandard paints should be replaced by new sheets and other newly constructed buildings should also be checked for quality control, the union demanded.
Construction and black topping works by Krishna Construction Company (KCC) on the National Highway 102 from Pallel to Chandel initially brought smile to the local people after decades of suffering.
However, some sections of the road were neglected and the company compromised on the work quality in terms of material inputs and technical specifications, NSUC contended.
The road construction leading to district headquarters to Chakpikarong via Sugnu by BRTF has been going on for a very long time.
A few portions of the same road remained incomplete for years while the work quality along the entire stretch is very poor.
The union's observation revealed that wages of the poor labourers used in the projects were reduced from Rs 12,000 to Rs 4000 to Rs 5000 after deducting non-working days like Sundays, though their working hours are from 8:30 am to 3:30 pm.
The district fishery office has been sealed for the second time due to some issues concerning the DFO and even the staff's salaries are being put on hold.
The union found that the newly appointed DFO, even before taking full charge of his office, is collecting a sum of Rs 10,000 to 15,000 each from the farmers/ben-eficiaries over the release of the second instalment of the Blue Revolutionary scheme which was awarded to the farmers in 2018, 2019, 2020 .
The union declared the new DFO as corrupt and sealed his office until their demand is met with, the statement said.
However, the union did not mention their demand in the statement.
It then urged the district administration to expedite the pace of vaccination and gather the momentum of people's movement by involving CSOs and Church elders in addition to the support of village chiefs to achieve faster vaccination rate.
