Chief Minister O Ibobi Singh today informed the House that the Government will study under which department rehabilitation programme of not only the surrendered armed UGs, victims of communal riots and displaced persons but also mental patients can be taken up.
Responding to the discussion on the demands related to Transport, Labour & Employment, Development of SC and ST, Department of Hills, Animal Husbandry and Veterinary, Dairy Farming and Rehabilitation during the Assembly session today, Ibobi pointed out that mental patients do not come under the purview of the surrender policy of the Government of India.
However, in consideration of many mental patients both in the hills and the valley, the State Government would see that they are also rehabilitated.
In the discussion of the demands, Opposition members Dr Ng Bijoy, Dr I Ibohalbi and RK Anand moved a cut motion.
After a thorough discussion and the cut motions were withdrawn by the Opposition members, Demand no.6 related to Transports (Rs 15,46,53, 000), Demand no 13 related to Labour and Employment (Rs 12,09,66,000), Demand no.12 related to Development of ST and SC, Dept of Hills (Rs 2,00,02,57,000), Demand 18 pertaining to Animal Husbandry and Veterinary Including Dairy (Rs 52,53,37,000) and Demand no.34 pertaining to Rehabilitation (Rs 1,08, 64,000) have been passed by the House.
Earlier during the discussion, Dr Bijoy pointed out that no proper arrangement have been made for parking vehicles in Imphal city.
While demanding to know whether there is any Animal breeding policy, the MLA alleged that the Animal Husbandry and Dairy Farming has been lying idle.
Dr I Ibohalbi suggested construction of underground parking within multi-storeyed buildings in Imphal would solve the problem of providing lots.
Expressing concern over the escalating prices of essential commodities in the State, he also wanted to know what steps have been taken up by the Government increase the wages of the workers.
In his response to the discussion, Transport Minister L Jayantakumar assured that would be a change in the parking system within Imphal city once Capital project is completed.
Discussions are underway for shifting the parking lot in front of GM Hall and Johnstone School, the Minister added.
He informed the House that installation of traffic lighting system at five places within Imphal city have been completed and similar lighting system would also be installed in five other places.
The Minister further informed that under the Public-Private Partnership, the State Government has tied up with Tata company for setting up a driving school.
Steps have been taken up for extending the facility of e-governance in Transport Department and Smart cards have already been introduced in some districts.
There is no plan as yet for setting up motels along the National and State Highways.
But the Government is looking into it, the Minister said.
Labour and Employment Minister Ph Parijat explained that the rate of wages which is in force currently was revised for the last time in 2007.New revised rate has been proposed to the Finance Department and the State is examining the rates being implemented in other parts of the country.
TD Minister DD Thaisii, who is also in charge of Veterinary and Animal Husbandry acknowledged that the department has not been able to function to its optimum as all existing infrastructures are out-dated.
The Minister informed that implementation of second phase of the Integrated Dairy Development Programme has been started.
