Imphal, November 25 2012:
With two candidates poised to file complaints at the Court for alleged discrepancies or lapses in the results of the last Manipur Civil Service Combined Competitive Examination 2012, MPSC is likely to face another legal battle at Court.
Speaking to media persons at Manipur Press Club here today, RTI activist Kambam Seityajit said that the two candidates, Hanjabam Bobby (Roll No 00082) and Jotin Nandeibam (Roll No 0593) came to know they have been victimised by MPSC after they filed RTI complaints.
As per rules, no answer sheets should be evaluated if the marks scored in general English did not reach the qualifying figure.
The qualifying mark for general English is the qualifying mark in matriculate or other equivalent exams.
As Boby suspected some foul play when he was not selected in the main exam, he filed an RTI application.
The Public Information Officer responded saying that his answer sheets were not evaluated as his mark in general English did not reach the qualifying mark.

Further exercising the RTI Act, Boby managed to obtain photostat copies of his answer sheets and found out that he scored 135 marks out of 300 in general English.
Using the photostat copies, all the answer sheets of Boby were evaluated and it totalled to 1343 which meant he got just eight marks lesser from the candidate who secured first position.
As per the total mark evaluated, he should be placed in 4th position.
But he was left out on the pretext that his mark in general English was short of the qualifying mark.
Jotin Nandeibam found that he was given zero mark against three questions in English Literature and he came to know about this from the certified copies of his answer sheets he obtained from MPSC.
But when he consulted subject experts, Jotin was told that zero mark could not be given for all the three questions.
Peeved with the conduct of MPSC, the two candidates have decided to file a complaint at Court seeking a directive to quash results of the particular MPSC main exam, Seityajit added.
