Imphal, December 19 2010:
Till the end of November last, only 22 per cent of the plan amount sanctioned for the current fiscal have been utilised.
Plan amount sanctioned for the current fiscal was Rs 2500 crores inclusive of Rs 500 crores for SPA.
Even though it is nine months into the current fiscal year, only 22 per cent of the plan amount have been utilised at the end of last month, informed an official source.
While many departments have not been submitting up-to-date reports about utilisation of plan amounts in time to the Planning Department, some other departments have not been submitting any report.
One major factor for the inability of departments to utilise sanctioned amounts in time is the failure of the Planning Commission to release the sanctioned amounts, said the official.
However, following release of Rs 217 crores by the Union Finance Ministry for SPA, the Planning Commission has already given its consent to release another Rs 354 crores as SPA fund for the State.
Notably, the State Cabinet has decided to project the next fiscal's plan size with an increment of 54 per cent from last fiscal's plan size of Rs 4021 crores.
Though no exact date has been fixed for a meeting between the Chief Minister and Deputy Chairman of Planning Commission to finalise the State's plan size, official level meetings on the State's resources have begun.
