Withdrawal or replacement of MRVT&MW Bill 2015 after House Session: CM Ibobi

Chief Minister O Ibobi informed the State Assembly on Thursday Manipur Regulation of Visitors, Tenants & Migrant Workers Bill 2015 (MRVT & MW Bill 2015) has been reserved for the President's consideration.
"Let's decide whether the bill should be withdrawn or replaced by a fresh one after the current House session," the Chief Minister further said.
Trinamool MLAs Dr I Ibohalbi and Th Shyamkumar from the Opposition Bench moved a call attention motion in the House on the killing of a Class XI student during ILP protest on Wednesday.
MLA N Biren proposed the House to discuss the matter as a short duration discussion considering its gravity, which was permitted by the members.
Ibobi while replying to queries from the MLAs said MRVT&MW Bill 2015 was introduced and later passed in the last House Session after incorporating suggestions and opinions from a host of experts.
This bill is also incorporated with recommendation submitted by the All Political Party and the bill was then sent to the Governor for his assent, Ibobi said.
But the Governor has reserved the bill for consideration of the President, he informed and further told the House to decide together whether the bill should be withdrawn or replaced by a new one.
He stated that the proposal for fixation of a cut-off base year and deportation of non-locals is not an easy task.
Ibobi described the incident wherein a young student protester was killed in a violent standoff with police as 'very shocking' and assured that an inquiry will be conducted into the incident and if found guilty the police personnel involved will not be spared.
However, the Chief Minister admitted that the police faced a harsh situation to handle the large number of protesters.
Deputy Chief Minister, who is also holding the Home portfolio, also told the House a departmental inquiry will be ordered to ascertain the circumstances that led to the death of the boy.
Gaikhangam believed the incident was not caused by a deliberate act from the side of the State Police and promised that the Government will think over what will be done for the bereaved family.
He said safeguarding the indigenous people is a common aspiration of both the hill and valley people, but expressed the importance of serious deliberation in the move.
The Government has taken the issue very seriously, Gaikhangam stated.
The Oppostion MLAs insisted on withdrawing or making amendments to the controversial bill.
