Imphal, July 30 2014:
Reiterating that there is no question of pulling out from the ongoing movement for implementation of Inner Line Permit System in the State being spearheaded by students, Joint Action Committee on Inner Line Permit System (JCILPS), Students' Wing has pledged that the movement would be intensified until the government come up with a decisive stand on the issue which is the wishes of the people.
Addressing a press meet here at the office of DESAM here today, M Angamba, convener of JCILPS Students' Wing said that failure on parts of the elected legislators to take a firm decision on implementation of ILP system in the State during the just concluded Assembly session was a clear indication that they do not understand sentiments of the people.
He asserted that not enough discussion the issue was taken up by the leaders including the opposition in the then Assembly session despite passing of two resolutions on implementation of ILP by the House earlier.
Quoting the statement made by the Chief Minister on the last day of the Assembly session wherein he stated that the State government had already urged the Centre to implement the ILP system in the State at the earliest, Angamba questioned that why the public are being kept in dark about the talks held with the Centre on the issue and asked why the government fails to initiate necessary steps for implementation of the system for the last three years.
The rampant influx of non-locals in the State has been increased at an alarming rate.
According to Article 19 (3) of the Constitution, State Government is entitled to enact restriction law if indigenous people of the particular State face potential threat from rampant influx of non-locals.
However, the State government has utterly failed to take note and translate such provision into action, Angamba alleged.
While demanding the government to form a mechanism for implementation of Bengal Eastern Frontier Regulation in the State at the earliest in tandem with the resolutions adopted in two sessions of the House earlier, the student leader also strongly condemned the highhandedness and excesses of police personnel towards the students and women folks who were taking part in the protests to demand implementation of Inner Line Permit System in the State.
