Imphal, July 20 2015 :
Joint Committee on Inner Line Permit System (JCILPS) have refuted Home Minister Gaikhangam's claim that the State Government has been making the best effort to contact members of JCILPS for a dialogue on giving a final shape to the new Draft Bill on inner line permit system in the State.
The committee also clarified that they received an invitation just two hours after the Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015 was withdrawn on July 15 .
JCILPS did not respond as the members suspected hidden agenda in the hasty invitation.
The committee reminded that since its members are representing a public movement, they should be specific in their stand else suspicion from the public will cause a backlash to JCILPS.
"It would be happy if the members are invited to give opinion after a people friendly Bill is drafted by the State Government", said JCILPS.
It also asserted that no members received any formal invitation after July 15 .
The committee questioned if the Government has done anything good in the interest of the public.
The State Government has also been blamed for pulling up six JCILPS members and keeping them in lock up at Porompat police station for a day.
After releasing them, the Government stated that the committee members were picked up for a talk with the Chief Minister, said JCILPS.
The committee informed that it had already shared its opinion with the Government and a 282 page recommendation had already been submitted by All Political Party Committee after months of research work prior to the introduction of the infamous Bill which was withdrawn after protests.
The meet with the editors, lawyers and otehr prominent personalities organised by the Government is a general meeting and no sample of a people friendly ILPS Bill was shown and the step is an effort of the Government to tame the public movement, alleged the committee.
The government can introduce a Draft Bill in three or four days claimed JCILPS.
It is mentioned that the committee will welcome a meet when the Government decides a date of a special assembly session to introduce a people friendly ILPS Bill.
The committee appreciating the people who suggested them to meet the government informed that it would be best if they suggest after understanding the interests of the people.
JCILPS stated that the government is playing a delaying tactics to sabotage the agitation and appealed to the public to continue their protests in demanding ILPS Bill to safeguard the indigenous people of Manipur.
