Missing case of Khangembam Apamba Committee submits memorandum to Governor

Members of Joint Committee of Thangmeiband, Khangembam (Ongbi) Kamla and Brigadier L Ibotombi Singh met Governor Anusuiya Uikey today at Raj Bhavan and submitted a memorandum requesting to trace the whereabouts of Khangembam Apamba Singh (48) who has been missing since April 19 .
Kamla is the wife of Apamba, s/o Khangembam Herachandra Singh from Thangmeiband Khomdram Selungba Leikai.
The missing 48 year old reportedly suffers from a mental disorder and the Committee has thus requested anyone who finds him to avoid harming him and make arrangements to send Apamba back to his family swiftly.
According to a press release issued by the Governor's Secretariat, Kh Apamba crossed the red zone area of Shantipur in Sekmai on a white Activa around 2:23 pm as seen in CCTV footage from April 19.He was then spotted heading towards Motbung in Kangpokpi.
The team requested the Governor to issue necessary directions to the concerned authorities to trace and rescue Apamba.
As per a statement issued by the Committee, his wife Kamla also urged the Governor to extend financial assistance to their family as Apamba was the sole breadwinner of the family which consists of a partially blind father- in-law, bedridden mother-in-law, besides their four year old daughter.
In response, the Governor assured to instruct the concerned authorities to take up steps to find and rescue the missing person.
Moreover she informed the team that all possible assistance will be extended from the Raj Bhavan and the Government.
In a follow-up, during a meeting with Chief Minister N Biren Singh and Chief Secretary Dr Vineet Joshi at Raj Bhavan this evening, the Governor stressed on the steps needed to find missing person and to strengthen check posts in the fringe areas to deter cross-over by the people of both sides through effective coordination among law enforcement agencies.
It may be noted that a missing person report was filed by Apamba's family member with Imphal Police Station on April 20 .
In the memorandum, the Committee called for an investigation to determine how Apanba managed to cross the security barrier of the red zone area in Shantipur (Sekmai) which is jointly manned by Assam Rifles, CRPF and State Police Forces.
They also demanded to check CCTV footage installed at the joint check post at Shantipur to determine at what time Apanba crossed the joint check post.
The Committee has appealed the Governor to update them about the progress of the search within 72 hours.
In addition, they have questioned if the domain and control/authority of governance in Manipur is confined within the Imphal valley from Shantipur in the North to Kwakta in the South and from Keithelmanbi in the West to Pallel in the East as the people in the valley cannot venture out beyond these limits.
