CLP resolves to withdraw MRVTMW Bill

Amidst the growing protests, the Congress Legislature Party (CLP) has resolved to withdraw the Manipur Regulation of Visitors, Tenants and Migrant Workers (MRVTMW) Bill 2015 .
The Chief Minister's Secretariat has issued a notification to this effect.
Notably during the meeting of all Chief Ministers of the North East region with Union Home Minister Rajnath Singh at Guwahati yesterday, Chief Minister O Ibobi had urged the Centre to extend the Inner Line Permit System to Manipur as in some other North East States, like Nagaland, Mizoram and Arunachal Pradesh.
Briefing media persons after a CLP meeting held this evening, Chief Minister O Ibobi stated that along with withdrawal of the Bill, the CLP has also decided to convene a special session of Manipur Legislative Assembly.

A Cabinet meeting would be held at 10 am tomorrow to discuss the matter (withdrawal of Bill) minutely.
The Bill passed by the State Assembly on March 16 was submitted to the Governor on March 19 .
On June 23, the Governor informed the Government that the Bill has been reserved for consultation with the President of India.
The Bill was drafted after taking into account all the suggestions and proposals made by the All Political Parties Forum on ILPS as well as legal and Constitutional experts, claimed the Chief Minister.
JCILPS might not be totally satisfied with the Bill but the Government was of the view that Bill may be amended later if the Governor gives his assent, Ibobi stated.
"I have already made it clear during the just concluded Budget session that experts would be consulted on withdrawing the Bill and introduction of a fresh Bill", he reminded.
Nonetheless, in view of the popular demand for a regulatory mechanism to check influx and growing voices of dissent against the Bill, the CLP decided to withdraw the same Bill.
It was a tragedy that a student was killed in the course of the protest movements, Ibobi added.
Sapam Robinhood, a student of Ananda Singh Higher Secondary School was hit by tear gas shells during a confrontation with police and he succumbed to the injuries.
