PWD spells out work in last 10 years

The Manipur Public Works Department during the last ten year improved/upgraded 4376.139 kms of road length, said M Lokendro Singh, Chief Engineer, PWD while addressing a press conference organized by DIPR at DIPR premises today.
The two women's markets damaged during the recent earthquake can be repaired as per report from experts, said Pradeep Mukherjee, Chief Engineer, Building.
The official report is likely to come this year, he said.
Giving details of the works, he said that out of 4376.139 kms, 81.80s km of road were taken up under the funding of NLCPR and 163.05 kms under CRF.
2456.39s km had been improved upto black topping and 678.59 kms had been laid with sand shingle and 339.39 kms had been improved to WBM.
The PWD constructed 84 bridges from 2004-05 to 2015-16.Two externally aided projects with assistance from ADB is under implementation.
Under North Eastern State Road Investment Program (NESRIP), two roads � Tupul to Bishnupur (50.80 kms) and Thoubal to Kasom Khullen ( 47.125 kms) were taken up.
Out of 50.80 kms of road from Tupul to Bishnupur, laying of GSB for 20.20 kms was completed and out of 47.125 kms of the road from Thoubal to Kasom Khullen laying of BT for 9 kms was completed.
Under SASEC Road Connectivity Improvement programme, two roads, ie Imphal � Kangchup-Tamenglong (103.02 kms) and Imphal Ring Road (36.420 kms) are being constructed.
The department will require about Rs 360 cr to pay compensation for land and Rs 422 cr for construction.
The Government has to pay most of the compensation amount hence it is searching for other source of funding.
The Department has also asked all other departments to inform about any works to be taken up on the roads so that perfect road condition may be maintained.
The department started constructing mega projects only in 2005-06 and it looks after three National Highways.
Coordination meetings participated by heads of various departments are held regularly to ensure coordination.
There were cases in which even Government officials were arrested for taking up works on the roads without following the procedures.
The masses should also help in protecting the roads and properties should not be burnt during agitations as the road will be damaged.
When the Government has little fund to repair potholes it will not be in a position to repair the damages done during such stirs.
The Department also took up construction of Capitol Complex (Assembly Secretariat, High Court Complex and Civil Secretariat), construction of seven mini secretariat complexes in five hill districts and two valley districts and 4 ADC complexes in three hill districts and a valley district were also taken up during 2004-05 to 2015-2016 .
Construction of Assembly Secretariat, High Court complex, 6 mini secretariat complexes and 4 ADC complexes have been completed.
The department also constructed 19 SDC offices.
The Department has also taken up important buildings as deposit works ie infrastructure of JNIMS at Imphal, City Convention Centre at Imphal, Thoubal Shopping Complex at Thoubal, Multipurpose Hall for YAS at Senapati, Setting up of IT-SEZ Building and Development of Integrated Mega Circuit at Marjing Polo, Kaina, Khebaching.

The Public Works Department (PWD) is established to create permanent assets such as roads and buildings following the norms laid down by CPWD.
It establishes the rates for cost of construction which is the basis for construction throughout the State and is brought out in the Manipur Schedule of Rates from time to time.
The vision of PWD may be defined as "to set standards of excellent engineering practice in making work, dwelling and public places functional secure and environment friendly and to enable travel to the remotest corner of the State in safety and comfort and economically without tampering the ecology." After the British occupation of Manipur in 1891, Public Works Department of Manipur began as a sub-division of CPWD Division whose head office was at Shillong and till 1949 it constructed Governor's Bungalow, the Inspection Bungalows (IBs) at Kanglatongbi, Kangpokpi, Karong, Maram and Mao and the Administration buildings in the Kangla Complex.
The Dimapur � Imphal Highway extending to Moreh was constructed on a war footing with its arched culverts and bridges made of bricks and lime-mortar.
Under NLCPR 25 No of works (ie 21 bridges and 4 roads) were sanctioned by Ministry of DoNER from 2004 till date.
Rs 13043.73 lakh was sanctioned and Rs 10641.80 lakh was released.
Allocation for improvement of National Highway roads was made for Rs 3050 lakh against which an expenditure of Rs 3035 lakh was made upto Jan 2016. A sum of Rs 1230 lakh has been provided for the work taken up under Central Road Fund (CRF) during 2015-16.Under NEC projects, construction of road from Kangpokpi to Tamenglong (119.75 km) is in good progress (Tamenglong to Tamei (49.75 km) and Kangpokpi to Tamei (70 km) .
Improvement of Bishnupur-Nungba Road (Old Cachar Road / Tongjei Maril ) is in progress.
The Expenditure will be Rs 4276.38 lakh against sanctioned cost of Rs 14771 lakh.
The conference was also attended by Kh Temba, Addl CE, Ch Tiken, Addl CE, N Noren, Addl CE, T Tobindro, Sr SSW and Y Joykumar, Project Officer, PIU .
