JAC demands 7th Pay deal order

The JAC of AMTUC and AMGEO held another round of meeting with the State and demanded a review of the order issued by the State Government on July 28 in connection with implementation of the 7th Pay.
A 14-member team of the JAC led by its secretary general Laitonjam Biken and consultative committee chairman Soraisham Keshoram held a meeting with State Government officials led by Chief Secretary Dr J Suresh Babu at 3 pm today.
The meeting lasted for almost one hour and a half.
Speaking to media persons after the meeting, L Biken claimed that their demands are closer to fulfilment but the ongoing cease work strike will continue as no concrete solution has been achieved.
However, the State Government maintained that there will be no modification to the order issued on July 28 in spite of the JAC's demand to review it.
The JAC replied that they would carry on the cease work strike without even considering the Lok Sabha election which is due next year, Biken said.
According to the order issued by the Principal Secretary (Finance), the 7th Pay would be implemented on fitment factor 2.57 notion-ally with effect from January 1, 2016, actual implementation from April 1, 2019 and cash payment from April 1, 2020.But the JAC insisted on implementation of the 7th Pay on fitment factor 3.68 including arrears with effect from January 1, 2016 .
The JAC, taking due note of the State's not so healthy financial condition, proposed certain modes of payment to the Chief Secretary.
Even though there are still certain differences between the JAC and the Government, the negotiation is heading in a positive direction.
The Chief Secretary may have his own limitations to resolve the issue at his level, Biken said.
The JAC is confident that the Government would arrange another round of meeting in the presence of the Chief Minister, he added.
Notably, the agitation launched by the JAC demanding fulfilment of their 22-points charter of demands including implementation of the 7th Pay has completed 163 days today.
The JAC and the Government held the first round of meeting on August 10 .
