Yet another round of talk between the State Government and the Joint Action Committee Against 'Anti-Tribal' Bills broke down today without any headway.
The talk started from 4 pm and stretched on till 6 pm but no final resolution could be worked out after the three hour parley with the JAC sticking to their stand that a special session of the Assembly be convened within ten days time to deliberate and take necessary decisions as per their charter of demands.
The charter of demands was drawn up after a joint meeting of the inpis/tribe councils and the JAC on November 9 .
Chief Minister O Ibobi Singh led the State Govt where all his council of Ministers excluding the four tribal Ministers were present.
The 16 member team of the JAC was led by its Chief Convenor Mangchinkhup.
During the meeting the CM informed the representatives of the JAC that the Government has been holding a joint consultative meeting with various tribe leaders to bring a permanent solution regarding the turmoil in the hills, particularly in Churachandpur, after the 3 Bills were passed by the Assembly on August 31 .
According to the Chief Convenor of the JAC Mangchinkhup, the JAC had submitted their 3 point charter of demands to the Government on November 9 .
In the charter of demands, the JAC had urged the State Government to convene a special Assembly session and take a decision so that the 3 Bills do not affect the hill areas.
The call to include an official from the Centre in any negotiation with the State Government was also raised by the JAC.
Again on December 24 the JAC held a joint consultative meeting with different organisations and the demand that the State Government convene a special Assembly session and withdraw the 3 Bills or to insert a clause that the Bills will not affect the hill areas was reiterated, added Mangchinkhup.
Chief Minister O Ibobi urged the JAC representatives to consult some eminent Judge or Advocate and to submit in writing where and how the 3 Bills can affect the hill areas and reiterated that the State Government will never have a tripartite talk with any JAC in resolving any issue but they can go directly to talk with the Centre.
