The Ved Prakash Marwah led PR government as a first step in its move to streamline all the irregular appointments made during the popular government, has declared that the infamous 91 inspectors of cooperative societies were no longer contract employees of the department of registrar cooperative societies.
The PR government has issued the declaration as the, appointments of those 91 inspectors were found and proved to be irregular.
When W Thoiba Singh was the minister of cooperation, the state government had engaged 91 persons as inspectors in the department of cooperative societies on contract basis at the fixed emolument of Rs 4,500 per month for a period of one year.
Out of the 91 inspectors, 41 were engaged by an order dated September 27, 1999 issued by the then registrar of cooperative societies, KK Chhetri and the rest 50 were engaged by another order dated November 22, 1999 issued by the then registrar of cooperative societies-in-charge, N Syamkishor Singh.
It was learnt that N Syamkishor in his own personal capacity, without having the authority as the registrar in-charge had issued the contract appointment order for those 50 inspectors.
The irregular appointment of the 91 inspectors had also become an issue during the sittings of the state Assembly.
Now, the link commissioner of cooperation, Henery K Heny has issued two separate orders on July 25 last declaring that the 41 inspectors had ceased to be contract employees and accordingly they were no longer contract employees of the department of registrar cooperative societies with effect from September 27, 2000 and the rest 50 inspectors had also ceased to be contract employees and accordingly they were no longer contract employees of the department with effect from November 22, 2000.The PR government issued those two termination orders of the contract service of those 91 inspectors on the grounds that the finance department was not consulted on the proposal for their contract appointments despite substantial financial involvement for expenditure on payment of their consolidated pay.
