However, the outfit will accept voluntary donations made by the people of Kangleipak, said Chinglemba.
He also appealed to the people not to extend any donation in cash or kind worth more than Rs 500 to the outfit or the Red Army.
On the present revolutionary movement, PREPAK will hand over the lost sovereignty to the people by 2015.In case the outfit fails to keep its promise, PREPAK will never again join the liberation movement, declared Chinglemba Mangang.
Any party member or Red army cadre who finds its hard to fulfil the promise may retire from the party, he said.
As regards the internal crisis within the party, there has been no change in its belief to solve the problem after establishing the truths together with other revolutionary organisations.
The outfit stands firm for unification of all the revolutionary groups of Kangleipak, he asserted.
On awarding capital punishment to civilians, he maintained that the accused will be given three chances to correct himself.
First he will be warned personally, secondly he will be given proper counselling together with his family members/parents and finally local club volunteers and Meira Paibis will be informed.
In case the accused refuses to mend his ways even after the third warning, he will awarded capital punishment, Chinglemba explained.
