Accusing Social Welfare Department authorities of vio- lating open tender norms held on September 7 in connection with the appointment of transport contractor, All Tribal Stu- dents' Union Manipur (ATSUM) suggested that the Chief Minister look into the matter and order fresh open tender process.
An ATSUM statement issued by its Information and Publicity secretary Micah Kamei questioning why the open tender was not publish-ed (advertised) in 'the news- paper' for atleast two days also pointed out that even after completion of the tender process the same was neither notified through proper channel such as the print or elec- tronic media nor was the total number of applicants/tende-rers from each district mentioned.
Claiming to have information about an individual col- luding with tender committee members to disqualify other tenderers and construing that the same individual associating with the committee mem- bers till 7.30 pm hours after closing of the tender is very suspicious, the union referring to the said individual arriving with security personnel in two commando Gypsys suggested that Social Welfare Department authorities identify the individual.
Further proposing that the Principal Secretary be appointed chairman of the tender committee to check related malpractices, the ATSUM functionary also desired that the Chief Minister ensure justice to all the tenderers by involving and endorsing recommendation of MLAs of all the districts.
Urging the CM to annul the said tender, he also strongly advocated fresh arrangement for issuance of re-tender.
