Medicos cheated in RIMS ; Scheming officials issue illegal orders to settle scores

Violating the unequivocal Medical Council of India (MCI) rules which say that administrative and academic jobs cannot be mixed up, Prof Amuba has been the Medical Superintendent (MS) and the head of dept of Biochemistry simultaneously all these months.
However the Manipur University (MU) recently refused to accept it.
Accordingly an order was issued on May 15, 2015 "relieving" him of the HoD, Biochemistry.
During the days of former MS Prof Y Mohen, the union health ministry had quoted the MCI rule which said that the HoD and post should be relinquished before becoming the MS.He did so and another faculty became the HoD.
In case of Prof Amuba, this rule was flouted with impunity.
Besides, there were demands that Prof Amuba could not be dispensed with from the department in the larger interest of the students.
Now that there are not enough faculties in the department, the number of post graduate students was slashed from 7 to one.
And no medico from the Northeast region could get a Post Graduate seat in mainland India on merit and even through backwater.
Now, Dr L Shaini, Associate Professor, will "look after" the charge of HoD Biochemistry.
However quoting MCI rules, Y Rajendra, deputy director (administration) points out that "A single unit department where both under graduate and post graduate courses are conducted can only be headed by a professor and not by an associate professor".
It remains to be seen whether the high officials of the health ministry follow the same MCI rule or bend it here and there illegally.
Meanwhile, the telephone lines in the residence of the director had been disconnected as per order issued by Prof Arunkumar, the then director in charge.
He had issued notices to vacate the quarters within a few days, disconnected water, power, internet, telephones and CCTV facilities.
Besides all other perks including support staff were withdrawn.
However, these had been restored and notice to vacate the quarters kept at abeyance once the health ministry officials told the director in charge that the quarters was for a director.
