430 drug seizure cases recorded in 2007-14

Altogether there were 430 cases of seizure of illegal intoxicating drugs in the State between 2007 and June, 2014.The figure rose to 657 if the number of cases where the drug owners/smu-gglers could not be ascertained are taken into account.
This was stated by Deputy Chief Minister and Home Minister Gaikhangam during question hour in the State Assembly today in response to a query raised by MLA Y Erabot.
Clarifying that there was no case of arrest of impostor drug smugglers/owners, Gai-khangam assured that the State Government would take up befitting action if there is concrete information about presence of hired or impostor drug smugglers.
Informing that some of the drug seizure cases have been handed over to CBI, the Home Minister pledged that all those involved in drug smuggling would not be let off without penalising them.
Responding to another query put up by Th Shyam-kumar, Gaikhangam said that the Home Department issues gun licences to civilians under the Arms Act 1959 and the Arms Rule 1962 but there is no provision for imparting training to gun licence holders.
Arm licences are not issued indiscriminately.
After submission of application forms for gun licences, the concerned district Magistrate conduct an enquiry and send a report to police department.
Based on the threat perceptions, gun licences are issued for self-defence.
To another query raised by Y Erabot, the Home Minister clarified that there was no recruitment of State forces between 2002 and 2004.Yet, 776 MR/IRB Riflemen were recruited in 2005 .
Recruitment in the subsequent years were 92 CRTO, 464 Havildars and 199 Constables (females) in 2006.54 SIs, 76 Jemadars (MR/IRB), 7 CRTO, seven Constables (female) and 1284 Riflemen (MR/IRB) in 2007.Seven Jemadars (MR/IRB), five SIs and 18 Constables (female) in 2008.137 SIs, 28 Jemadars (MR/IRB), 93 ASIs, 1505 Constable drivers and 4197 Constables in 2009.72 SIs (females), 14 SI (males), nine ASI (M), 42 ASI (F) and 2587 Rifleman (MR/IRB) in 2010 .
Seven SI (F), four ASI (F), 185 Havildar and 211 CRTO in 2011.14 SI (Radio) and 842 Constables (F) in 2012.285 SI (M), 59 Jemadars (MR/IRB), 570 Constables (F) for 9th IRB in 2013 and 315 ASI (M) in 2014 .
Recruitment was not uniform for all the districts, depending on the number of applicants from each district, variation in educational qualifications and non-fulfilment of
eligibility criteria.
In all these recruitment, number of candidates selected was greater for Thoubal district compared to other districts, added the Home Minister.
