University Bill cleared

The Rajiv Gandhi National University Manipur Bill 2014 which would enable private investment and establishment of universities in the State was passed by the State Assembly today.
As Education Minister M Okendro introduced the Bill in the State Assembly today, Dr I Ibohalbi remarked that time for establishment of a private university in Manipur is already running late.
Area required for the proposed private university is 25 to 35 acres.
There should be clear understanding regarding how many percentage the State would get at the time of recruitment, admission and commission entitled to the State should the required area be donated free of cost.
Dr Ng Bijoy hailed the Bill saying that the proposed private university is quite innovative.
Taking part in the discussion, M Okendro informed that Manipur University's annual intake capacity is 1500 while IGNTU Manipur Campus has intake capacity of 120 as against the State's total annual requirement for enrolment of 42,000 .
The average annual figure for degree courses completed students varies between 9000 and 10000.All these degree courses completed students cannot be accommodated in Manipur University and IGNTU Manipur Campus.
Those who cannot be accommodated either go outside the State or wait one full year or altogether give up higher education.
Given this situation, establishment of a private university would be very beneficial to the State, Okendro asserted.
In addition, more than 500 people would get direct appointment while another 1000 would be benefited in the form of indirect employment.
The university would be registered under UGC, he added.
Taking part in the discussion, Chief Minister O Ibobi stated that the area where the university would be set up is a scheduled land.
No one can sell or purchase.
The Government would acquire and give it to the university authority on lease.
