CM moots corporal penalty

Frustrated and infuriated with the way domestic waste materials and garbage are being disposed into Nambul river and other public places, Chief Minister today mooted corporal punishment for the defaulters by sending police squads at night.
Responding to a call attention motion raised by MLA L Ibomcha about disposal and littering of waste materials in public places, Ibobi made no attempt to conceal his frustration and anger over the failure of all attempts to make Imphal a clean city.
He even talked about pulling up and thrashing the defaulters.
The problem of pollution in Imphal city has become a serious issue.
Even highly educated first class officers have been disposing waste materials in public places.
Such attitude of people has put the Government at its wits' end.
Informing that the solid waste management project being constructed at Lamdeng Khunou is targeted for completion next month, Ibobi claimed that by 2016, collection of garbage door to door would be ex panded throughout Imphal city.

The State Govt even issued a gazette notification on April 4, 2012 to check garbage disposal at public places by imposing fines.
But the same notification could not be implemented effectively, Ibo-bi conceded.
Raising the motion, Ibomcha said that Imphal city has been converted into a city of garbage and waste materials.
A six-month long survey in Imphal city and surrounding areas found that domestic garbage and waste materials are disposed in public places between 7 pm and 5 am by all sections of people including doctors, politicians, lawyers and officers.
Nambul river has been transformed into a sea of waste materials, Ibomcha observed.
Awareness programmes would not yield any result for educated ones are the main defaulters.
The situation demands pulling up and thrashing of the defaulters, Ibomcha asserted.
He also sought immediate attention of the House towards the ever worsening level of pollution in Imphal city and surrounding areas.
