Ukhrul: Road Construction under PMGSY defy Guidelines

Imphal, October 18 2014 : Construction of road from Kharasom to Soraphung in Chingai Block of Ukhrul District under PMGSY has not been done as per specifications laid down in the work order, alleged the Northern Raphei Student Union. A press release issued by VS.

Shangreingam, President of Northern Raphei Student Union asserted that work order for the construction of road, Package No.MNO 936 " Kharasom to Soraphung" Ukhrul District, Chingai Block under PMGSY was awarded to Shri Khupkahao Kilong, Special Class Contractor, Ekou Bazar, Sadar Hills, Manipur by the Chief Engineer, MSRRDA, Manipur, vide E-TENDER/2010-MSRRDA/VII/UKL/P.936 Dated 3rd August 2012.The total estimated cost put to tender was Rs.389,05,860.53 .

However, the contractor has failed to complete the works as per guidelines.

The total length of the road is 15 kms but he had constructed only 7 kms.

with limited breath and at some places the width does not have not even 12 feet, alleged the students Union.

It further said the contractor did not construct the road from the starting point and he has not erected any post against the guideline which said one post is to be erected at every 200 mts.

It is learnt from a reliable source that final bill for the said construction had been drawn by the said contractor and if it is true, why and how could he draw the said amount without spot inquiry and proper verification by the concern competent authority, asked the Union.

If the contractor fails to complete the work within 10 days and appear in person, the student body will put up the complaint directly to all the authority concerned and also to the Funding Agency (National Rural Road Development Agency) in Delhi, warned the Northern Raphei Student Union.
