Imphal, April 23 2012:
Even as the Inter State Bus Terminus (ISBT) being constructed at Khuman Lampak was inaugurated by Prime Minister Dr Manmohan Singh on December 3 last year, the deadline for its completion has been extended by another six months.
As per the MoU signed between the State Government and MS Avantika which is executing the project, the bus terminus must have been completed by December last year, informed a source.
Moreover, in accordance with the agreement, MS Avantika should pay a certain amount to the State Government as fine if it cannot complete the project by the deadline set in the MoU.
However, the deadline has been extended by six more months on the ground that the construction work was hampered for many days due to the prolonged twin highway blockades imposed by Sadar Hills Districthood Demand Committee and the United Naga Council last year.

Coupled with extension of the deadline, a fresh MoU was signed recently between the work agency (MS Avantika) and the State Government.
Notably, some works which were not included in the work order but essential for the ISBT were also entrusted to the work agency and the agency has been executing these extra works too.
In addition to not issuing the mandatory work order, due bills have also been not paid, informed the source.
