Cabinet approves legalisation of liquor sale

Imphal, December 04 2023:
In line with a Cabinet decision adopted earlier in September 2022 to partially lift the ban on brewing, consumption, and sale of liquor to boost the State's revenue as well as minimize health hazards caused by the consumption of illicit alcohol, the State Cabinet has resolved to legalise production, manufacture, possession, import, export, transport, purchase, sale and consumption of liquor.
A gazette notification towards this will be issued within December.
A Cabinet meeting held this evening in the Chief Minister's Secretariat also approved the Manipur Excise (Amendment) Rules 2023 .
The Cabinet meeting agreed to review certain conditions of the decisions adopted earlier with regard to regularisation and absorption of staff under separate wing of MGNREGS in the Directorate of Rural Development and Panchayati Raj, Manipur.
It also approved the holiday list of the calendar year 2024 .
Amendment of mode of promotion in Manipur Secretariat Service Rules 1986, renaming of District Programme Officer/Programme Officer as Programme Officer (ICDS) and enactment of "The Manipur Prevention of Malpractices in High School Leaving Certificate Examination and Higher Secondary Examination were some other agenda approved by the Cabinet meeting.
It also gave consent to enhancement of remunerations in respect of guest faculties of Manipur University of Culture (MUC) from the existing rate of Rs 7000 per month to Rs 21,600 per month.
Appointment of Director, Manipur State Film & Television Institute (MSFTI) on contractual basis for a period of one year, outsourcing of 10 PHCs to be run by three short-listed agencies through calling of quotations and appointment of one Course Coordinator for National Emergency Life Support Course which will be availed in JNIMS Skill Centre were also approved by the Cabinet meeting.
It further gave consent to creation of 86 posts of Nursing Sister for JNIMS Hospital, Manipur Sports Development Code 2023 and constitution of Direct Purchase Committee for purchase of land for construction of 5000 MT capacity godown of CAF&PD at Babupara, Jiribam.
A proposal for acquisition of land/plots through direct purchase to set up sectionalising valve, intermediate pump station and receiving terminal on various locations for the proposed 199 Km long Dimapur-Kohima-Imphal natural gas pipeline project by Indradhanush Gas Grid Limited (IGGL) by way of constituting a direct purchase committee was also approved by the State Cabinet.
