YAS Dept clarifies on Sports Complex allegations

Reacting to the news report published in a local Daily on December 6 last, the Department of Youth Affairs and Sports, Government of Manipur has issued a point-wise clarification today.
The clarification issued by Director of YAS N Ashok Kumar stated that the 13th Finance Commission allotted Rs 100 Crore for upgradation and renovation of Khuman Lampak Sports Complex.
In the memorandum to the Finance Commission, the state government proposed a amount of Rs 75 Crore for upgradation and renovation of Main Stadium, Hockey Stadium, Cycle Velodrome, Aquatic Complex, Main Indoor Hall, Kangshang, internal roads, wall, electrification and pavilion for practice, while the remaining Rs 25 Crore was proposed for a Corpus Fund for maintenance of the Complex.
However, the proposal for Corpus Fund was rejected.
Even the proposal for procurement of sports equipment was rejected, said the statement.
Referring to the allegation, the statement clarified that the revised DPR dropped the items for hiking sitting capacity of the Main Stadium and also for installation of flood lighting due to power shortage in the state.
In matters of Hockey Stadium at Khuman Lampak, the Director of YAS cited that renovation and upgradation of the Hockey Stadium is under process and the fibre goal post will be fitted as soon as it arrives.
The statement further said that renovation of existing compound wall is being taken up and no new wall is constructed.
Informing that the works for renovation of the Complex was awarded given to MDS as the state PWD was not willing to take up these works; the statement said that the state Chief Minister was given the chairmanship of the MDS as per decision of the General Body of MDS in July 2013.However, it has been reverted back to the Chief Secretary in September 2014 .
Elaborating on the shutting of the Main Gate of Khuman Lampak Sports Complex, the statement of Director YAS said after a series of unwanted incidents inside the Complex, it was decided to restrict entry of people through the Main gate.
However, the main gate is opened during important events, added the statement.
On the charge of state sports policy turning out to be a big flop, the department denied the allegation as baseless and without any supporting reasons.
