Imphal, October 27 2014:
The all-political party committee constituted to look into the demand for implementation of Inner Line Permit System in the State which is the long pending demand of the people on Tuesday held a meeting with Chief Minister O Ibobi and unanimously decided to send a representative of the committee to Meghalaya and Himachal Pradesh where the system had been already put in place to take a firsthand account of the system being implemented in the two States.
The meeting presided over by CM was held at the conference hall of his office in which core members of the committee attended.
Speaking to media persons following the meeting, Ibobi opined that it is must necessary to seek views from constitutional experts based in Delhi before deciding to implement either ILP system or similar law to monitor the rampant influx of outsiders into the State which has posed a serious threat to the existence of the indigenous people.
The CM maintained that suggestions and opinions from the committee including academicians and legal experts on ILP have been already given and pointed out that there should not be any loophole or lapse in taking up measures to implement ILP or any other similar system in the State.
Asserting that any decisive stand that has to be taken by the government regarding implementation of ILP or similar system should be precise and flawless, Ibobi said that seeking assent from the Governor is much required to implement any law so the government must ensure that there is not any demerits of the law to be enacted to monitor the ever increasing influx of outsiders into the State.
The decision to send a representative of the committee to Meghalaya and Himachal Pradesh was arrived considering the need to assess how Inner Line Permit System in the two States is being implemented effectively, the CM added.
