NHRC issues notice to DGP on media staff assault case

Imphal, November 30 2015:
National Human Rights Commission (NHRC) has issued notice to the Director General of Police (DGP), Manipur in connection with the physical assault inflicted to Willar Leimapokpam, a former staff of Hueiyen lanpao English daily.
It may be mentioned that Willar Leimapokpam filed a petition with the help of advocate Basantakumar Wareppa, media legal defense fellow on October 9, 2015 .
In the petition Leimapokpam has stated that he, his cousin Johnson Mangang who is serving as managing editor of Image Monthly Journal and another staff of Image Monthly Harish Sharma were subjected to physical torture near Huyenlanpao office and later Willar was taken into custody by Manipur police commandos on August 17 August last.
Due to severe torture, Willar was taken to Raj Medi City, Hospital and underwent treatment for 5 days, said the petition.
NHRC registered a case no.86/14/14/2015 in connection to the case and issued notice to the DGP, Manipur to respond within four weeks times.
The NHRC Diary Number 191740 stated that no FIR was filed on Willar's complaint and response from the State authority is awaited.
In the prayer, Willar sought registration of FIR against the erring police commandos under appropriate section of penal law.
The prayer also demanded compensation after deducting the amount from the salary of erring police commando personnel who were involved in the torture.
Counsel for Willar is likely to peruse the case with NHRC on December 3 onwards.
