Strict implementation of SSA guidelines demanded

All Manipur School Management and Development Committee Association (AMSMDCA) has said safeguarding the SSA guidelines of implementation is very important and urged all concerned not to interfere in it.
The Association said funds diversion, engagement of contractors in civil works, centralization of funds etc., are some factors that vehemently pose a challenge and threat to the financial management and procurement rules and framework of implementation guidelines set in the light of Right to Education (RTE) under SSA.
The Association has claimed that with the unwavering support of voluntary associations social individuals, this Association has consistently struggling for the children of Manipur to gain access to the RTE (2009) Act through Sarva Shiksha Abbhiyan (SSA) which is directly implemented in Manipur under the Union Ministry of Human Resource and Development (MHRD) .
According to the Association, in an attempt to safeguard the existing norms which are uniformly prevalent all over India, AMSMDCA has obtained an interim order from the Guwahati High court stating that no contractors shall be engaged in the construction of civil works under SSA on August 17, 2012 with W.P (C ) No.485.It further claimed there has been another order from the same court for the disposal of all SSA disposal of all SSA funds meant for the civil works (2012-13) on 29th Jan 2013 (W.P.(C) no.734) .
Meanwhile, it calls on all DCs, DPOs/ZEOs, DCOs and all SMDCs for all acknowledgements of our painstaking efforts in safeguarding SSA guidelines of implementation and extend their optimum co-operation and charitable/generous gestures to the cause and survival of their dedicated Association on most willing and voluntary terms.
"Even as the right of children to free and compulsory education came into force all over India since April 1, 2010 under RTE (2009) Act, the All Manipur SMDC Association finds the children of Manipur in pathetic condition.
It shall be the bounden duty of every right thinking citizen of India particularly Manipur to protect and encourage the rights of our children so as to enable them to grow into responsible individuals who are capable of being productive in every aspect.
Today's turmoil and turbulences are yesterday's makings.
Education alone is the only breakthrough that can make a people realize the importance of dignity of labour and materialize employment of employment of every one according to his capacity to everyone according to his work irrespective of private and public sectors which in turn stabilize social peace and security," the Association added.
