Imphal, September 04 2021:
Although it is appreciative of the government to set up an ILP Monitoring Cell, people are yet to see any concrete steps being taken up with regard to proper implementation of ILP system in the state since it was enforced on September 11, 2019.Thus, the government should properly explain to the people the direction the Monitoring cell is going to take including related activities, Federation of Haomee (FOH) urged in a release.
In the release, the Federation questioned who would qualify as the native people' as mentioned in Clause no 7 of the ILP system.
The present system only means to provide passes to the outsiders and collect some tax, which is completely opposite of what an ILP system should be.
"So far, the benefits to be provided to the native people under the ILP have not yet been fulfilled.
As such, Manipur has not received the full benefits of the system compared to the benefits received from enforcement of the system by other north-eastern states like Mizoram, Arunachal Pradesh and Nagaland", it observed.
Urging the state government to explain in detail the direction the recently formed ILP Monitoring Cell is going to take; the Federation further questioned how the Cell plans to monitor the illegal influx of outsiders from Myanmar and Bangladesh.
There are reports of many illegal Muslim migrants from Bangladesh hiding in Jiri and other parts of Manipur, some of whom have been caught, while others continue to stay hidden.
There are also illegal migrants from Myanmar hiding in the hill areas of the state.
Thus, it is uncertain how the ILP Monitoring Cell plans to address the issue.
