Imphal, September 11 2013:
With cadres of an underground group which is a signatory to the tripartite Suspension of Operation (SoO) agreement involving the State and the Central Government allegedly resorting to even beating up security personnel in broad day light, MLA of Thangmeiband A/C Kh Joykishan has questioned the significance of SoO.
Talking to media persons in this regard at Hotel Classic here today, MLA Joykishan, alluding to the incident in which the security personnel deployed for the security cover of the VIPS who accompanied Minister Phungzathang Tonsing during inspection of the Churachandpur District Hospital yesterday were beaten up by some cadres of a KCP faction which is a signatory to Suspension of Operation, stated that with certain SoO signatory UG groups resorting to abduction of people for ransom apart from indulging in various criminal activities including extortion, the question of whether the authority concerned has given the license to carry out all sort of crimes behind SoO has arisen.
The Home Department should not remain silent over the issue, the MLA said.
MLA Joykishan pointed out that the SoO signatory UG cadres of the KCP faction who were involved in yesterday's incident at Churachandpur are presently staying at the camp of 46 Assam Rifles.
They not only beat up the security personnel but also tried to abduct them, the MLA asserted.
While expressing amazement over the incident, MLA Joykishan wondered if such cases could happen to security personnel what would be the fate of the common people.
Actions should be taken up against the UG cadres and the group involved, he demanded, while adding that beating up security personnel on duty is a crime.
The MLA also demanded that the Home Department should take up appropriate actions against the violators of SoO ground rules as promised by the Home Minister Gaikhangam.
Interestingly, the Churachandpur incident has come about just a day after a home coming ceremony of 155 UG cadres on Monday, during which Chief Minister O Ibobi Singh and Deputy Chief Minister Gaikhangam, who is also in charge of Home, talked tough against violation of SoO ground rules.
