Police personnel unlikely to get salaries till June

Imphal, May 11 2013 : A large number of police personnel under the state Home Department and employees of Engineering Departments are unlikely to get their salaries till June.

The police personnel, who are on 24X7 duty of maintaining law and order in the state, have not received their monthly salaries since March this year.

Besides, police personnel, the employees of Electricity Department also facing the same problem pertaining to non-disbursement of monthly salaries.

Speaking to Hueiyen Lanpao, an officer of Finance Department disclosed that there is no means to disburse the monthly salaries of the employees till June.

The reason for non-disbursement of salaries is that the Legislative Assembly had passed the Vote on Account for this year's state budget only for three months and all the major departments have already utilized the allocated fund.

So, there will be no means to sanction the employees' salaries till a full budget is passed by the State Legislative Assembly.

The officer further disclosed that formulation of All Manipur Government Employees' List (MGEL) for 70,127 employees has been completed so far while another 20,000 employees are still not covered in MGEL.

There are 3241 government buildings in the state and 976 officers are empowered as DDOs.

The Home Department has now superseded the Education Department with largest number of employees in the State.

The state Home Department has completed formulation of MGEL for 33,000 employees.

However, a large number of personnel of police, MR and IRB who have been recruited during the last five years have not been covered in MGEL.

The exact number of employees in Home Department could not be ascertained owing to delay in formulation of MGEL.

The finance officer noted that the state is now deficient of the allocated fund and all transactions have been banned till the full budget for the state is passed by the Legislative Assembly.

The state Cabinet has also decided to hold the budget session on June 10.The Governor will subsequently call for the Assembly session as per the decision of the State Cabinet.

There will be only obituary reference on the first day of the assembly session and hence the State budget will be presented the next day on June 11.The employees are unlikely to get their salaries even in June as the budget would require the assent of the Governor after being passed by the Legislative Assembly.

Meanwhile, the normal economic activities in Khwairamband Keithel have been adversely affected by the non-disbursement of salaries of the state employees.

Sale proceeds have gone down drastically.
