Office of DM, Thoubal notifies to submit oral evidence or any material/document in connection with alleged custodial death of Md Abdul Gaffar

Office of the District Magistrate, Thoubal, following the decision to conduct a Magisterial enquiry to ascertain the facts and circumstances leading to the death of Md Abdul Gaffar alias Sayeed (40) s/o Babumacha of Lilong Tamyai, Thoubal district, Manipur in an alleged custodial death in the hands of combined force of Assam Rifles and CDO, Thoubal, has notified that any person(s) willing/desire to give oral evidence or produce any material/document before the District Magistrate in connection with the aforementioned incident can submit the same indicating his/her particulars which include full name along with the name of father & mother, full address at which the person will be available, age, occupation, circumstances prompting the person to give the evidence, in a plain paper addressing to the District Magistrate, Thoubal at the office of District Magistrate, Thoubal on or before January 5, 2019 during office hour and no request will be entertained after the said date, said a notification issued by District Magistrate, Thoubal district.
The notification mentioned that the Government of Manipur vide order no 2/4/(384)/2018-H(ME), dated December 21 has directed the District Magistrate, Thoubal District, Thoubal to conduct a Magisterial Enquiry to ascertain the facts and circumstances leading to the death of Md Abdul Gaffar alias Sayeed (40) s/o Babumacha of Lilong Tamyai, Thoubal district, Manipur in an alleged custodial death in the hands of combined force of Assam Rifles and CDO, Thoubal.
The notification maintained that the terms of reference of the enquiry are (1) the facts and circumstances leading to the aforesaid incident (2) to find out the compelling facts and circumstances leading to the aforesaid incident (3) to suggest remedial measures to avoid recurrence of such incident in the future.
The notification further mentioned that the District Magistrate, Thoubal has decided to conduct the enquiry in the office room of the DM, Thoubal.
