PULF leader Abbas Khan held for vehicle theft in Delhi

A Manipuri insurgent, who took to ordinary crime and was stealing vehicles for smuggling them to Imphal and other north-eastern destinations, has been arrested.
The stolen vehicles�mostly expensive bikes�were being smuggled from New Delhi railway station through forged documents.
Mohammad Abbas Khan is a member of the banned People's United Liberation Front.
He has committed several murders, extortions and antinational activities.
Abbas' father was also reportedly an insurgent and was killed in an encounter in 2002 .
Abbas was in Tihar Jail till mid-2012, but when he was shifted to Manipur for a case hearing, he got himself admitted in a hospital and fled from there in December 2012 .
Abbas, a resident of Moijing Lingoiching in Manipur, was a self-styled 'fighting commander' of PULF.
Delhi Police special cell was recently informed that he had fled from JNIMS Hospital in Manipur on December 1, 2012, during his stay there.
The cell was also informed that he was involved in vehicle thefts and making forged documents for these stolen vehicles on a very large scale, Special Commissioner of Police S N Srivastava said.
Abbas was arrested from Shakur Basti on Tuesday.
DCP (Special Cell) Sanjeev Yadav said Abbas had joined Manipuri Students' Union in Bangalore at a time when his father was an over-ground worker of the banned outfit KYKL (Kanglei Yawol Kunna Lup).
"He was killed in an encounter with security forces at Samurao, Imphal West prompting Abbas to return," Yadav said.
In January 2007, Abbas' cousin Shera asked him to join PULF.
Shera was 'deputy secretary (finance)' with PULF.
"Abbas started collecting extortion money from several people.
He, himself, kept a part of this money.
In March 2007, PULF got divided into three factions�the Azad group, MI Khan group and Umar Farooq group.
Abbas joined the MI Khan group.
The commanders of these three outfits decided to eliminate their rivals.
During the killings that followed, Abbas, along with Shera and one Thoi (since dead in encounter) killed a 'pradhan' namely Zuma Khan of a rival faction.
Thereafter, Abbas along with Shera and Thoi, abducted Daulat, who was working for the Azad faction," Srivastava said.
Abbas was first arrested in April 2007 by Assam Rifles at Jiribam but got bail within 20 days.
In 2008, he moved to Delhi and started sending second-hand fabric to Manipur.
He lived in rented accommodations in various parts of Delhi including Kotla Mubarakpur, Mahipalpur, Jamia, Ashram and Maharani Bagh.
"In April 2010, he met Rezauddin and started dealing in stolen bikes.
Abbas also roped in Guddu to steal expensive bikes from various parts of the capital and deliver them at New Delhi railway station.
They would send the engine and chassis numbers of the stolen bikes to a tout of Transport Authority, Imphal, who got prepared forged registration documents and sent the papers to Delhi.
Upon receiving the documents, the stolen bikes were booked for transportation on Rajdhani Express.
A man called Susheel took the deliveries at Dimapur railway station," Yadav said.
Abbas was arrested by a special cell team along with Rezauddin in 2010 and remained in jail till March 2012.He was later shifted to Imphal for a trial.
Mohammad Abbas Khan had joined Manipuri Students' Union while in Bangalore.
His father was an over-ground worker of the banned KYKL and died in an encounter with security forces in Manipur.
Abbas returned home thereafter.
