Recruitment of staff nurses in RIMS : Petitioners seek annulment of recruitment process

Two petitioners today filed a petition at Manipur High Court seeking the quashing of the whole recruitment process by which 71 staff nurses were recruited in RIMS.
The two petitioners contended that RIMS authority recruited additional number of staff nurses above the sanctioned posts of 71 nurses.
They also submitted documents in support of their contention.
The documents provided names, bank account numbers and date of opening bank accounts of those candidates who were recruited above the sanctioned posts.
Before Manipur High Court was opened, two writ petitions WPC No 4471 of 2012 and WPC No 304 of 2012 were filed at Gauhati High Court, Imphal Bench.
The written test for the recruitment of 71 staff nurses was delayed for one hour on the ground of traffic jam on some roads of Imphal on the particular day which happened to be a Sunday.
The system of negative marking was applied in the written test without giving any prior information.
Interview for the recruitment stretched on till early morning of April 24, 2012 and results of the interview were declared at 10 am the same morning.
The two petitioners filed an application to RIMS authority under RTI Act seeking particulars of selected candidates, marks secured by them in written test and viva voce.
But no response was received in time following which the two petitioners filed a complaint at the Court seeking that a directive be issued to the RIMS authority to the effect that the petitioners' RTI application was responded positively.
Acting on the complaint, the Court registered a contempt case.
Subsequently, RIMS authority gave its response to the RTI application.
RIMS authority's response to the RTI application maintained that no additional staff nurses were recruited above the sanctioned posts of 71 .
Nonetheless, the petitioners today submitted documents which can serve as evidence for their contention that more than 71 staff nurses were recruited.
The documents contain details of the staff nurses recruited above the sanctioned posts like their names, bank account numbers and dates of opening bank accounts for drawing their salaries.
With these documents, they argued that the whole recruitment process was faulty and sought to quash the whole process.
Earlier, request of the RIMS authority to allow recruitment of additional number of staff nurses post facto was turned down by the relevant authority.
