The Commissioner Education P Bhorot today said it is embarrassing that we are not able to start the Sarva Shiksha Abhiyan Which is a noble project to educate children.
We have started quite late.
The centre is ready to give the money but the state is not able to take up the project he said.
We need close coordination between the various departments of the state government so that we can take up developmental works he said.
After the 86th amendment of the constitution education has been made a fundamental right.
For this year the centre has sanctioned Rs 41 crdres for SSA however as Manipur has not utilized Rs 5 crores for last year the money has not been sanctioned.
The required reports from some districts are not coming he said.
We have to work sincerely with a sense of dedication he said.
Close monitoring is required he added.
We should know what the project is all-about as those who have no knowledge about the scheme can not do anything he said.
He was speaking during the inaugural function of the three day training programme in early childhood care and education organized by Sarva Shiksha Abhiyan at Khuman Lampak.
The ZEOs of the state should compete among themselves he added.
As the Supreme Court of India has instructed that cooked meal should be given to the children we have start providing cooked meal he said.
The two schemes will be strictly monitored he added and he will visit any place without prior information.
He will take appropriate actions he announced.
We should ask ourselves time and again why we have failed in our endeavor.
A proposal for construction of construction of kitchen amounting to Rs 54 crores had been sent and another 3.65 crore to implement the programme.
The teachers should interact and inform whatever problems they face he said.
The Director should solve what ever problem he can do so and those which he can should be referred to the authority.
Monthly meetings should be done he said and the meetings should not be a routine one he added.
We can not afford to be lethargic he said.
While working at the district levels he said the Deputy Commissioners should be consulted in all matters.
He further said the Finance department is also not releasing the fund though it has the money.
The works are delayed he added.
The chief Secretary was informed about the matter he said.
The Director of Education (S) Dr Ch Jayenta said we should not forget that the ultimate aim is to provide proper education to the children.
We have to change our mentality he said and he said he is seriously concerned over the delay in implementation of the SSA in Manipur.
