Rally demands special investigation cell for women and children cases

Imphal, June 12 2011: A mass rally, calling an end to all forms of violence, killing and atrocities meted out to the people by both state and non-state actors, was carried out on the streets in Imphal east today under the aegis of the Imphal East District Network of United NGOs.

A public meeting that followed the rally demanded setting up a special police cell which can effectively investigate crimes against women and children among others.

A special investigation team which could effectively investigate and deal with the increasing number of crime against women and children like hanging after murder to claim as suicide case and atrocities meted out to them should be set up, the meeting resolved.

A nine-point resolution was passed at the concluding part of the meeting.

Some of the resolutions included to constitute an expert committee to look into crimes related with women and children, and introduction of a syllabus related with crimes against women and children.

Speaking at the meeting, advocate Meihoubam Rakesh observed that in the state 99% of the culprits in the murder of women and children are not awarded punishment.

At most they frequently appeared �Wakatchaba" in newspapers which is a solid example of weakness in the justice delivery system.

Even though, Modernisation of Police Force in the state is being implemented by investing a huge amount of money, it seems to target only the supply of sophisticated weapons to the police and lacks giving priority to the development of infrastructure for case investigation.

Another weakness in the police investigation could be inefficiency among the investigating officers .

Lack of interest in early disposals of cases on the part of the Magistrate and Judges of the court was another reason behind the denial of justice to the victims.

As they lack interest in the delivery of justice, some people have attempted to go beyond the law with the intention to take avenge, he added.
