Kpi CSOs hold assembly with local elected representatives over handicapped district status

Kangpokpi, May 12 2018:
Leaders of various civil society organizations of Kangpokpi and local elected representatives including ADC Sadar Hills Councillors held a meeting under the aegis of Kuki Inpi Kangpokpi District over the alleged handicapped district status at conference hall, ADC Sadar Hills here, today.
The meeting chaired by Kuki Inpi Kangpokpi District president, Seikhomang Khongsai and presided by its secretary Lamminlun Singsit had a threadbare discussion over various agenda including non devolution of complete powers and functions of DC and SP, boundary issue, district development packages announced by the CM, revision of CSOs 'Kumbul Kithin' (annual assembly) resolutions and unauthorized occupation of Govt quarters in Kangpokpi DHQs.
Recalling the assurance of Works Minister, Th Biswajit, who took the CM's in-charge in the absence of CM on November 11 in the presence of Social Welfare Minister Nemcha Kipgen, the meeting strongly condemned the failed commitment of the Government.
It may be mentioned that, CSOs Kpi under the aegis of Kuki Inpi had served ultimatums to the Govt to devolve complete powers and functions of DC and SP since October last.
After the expiry of its ultimatum, the CSOs Kangpokpi geared up to launched 36 hours total highways shutdown on NH-2 (Imphal-Dimapur road) and NH-37 (Imphal-Jiribam road) from November 15 till November 16 last year, which ultimately drew the attention of the Govt.The Govt subsequently invited the CSOs Kangpokpi on November 11, 2017 where Th Biswajit conveyed the Govt's commitment to fulfil their demands within the month of November.
Following the commitment of the Govt, the associations have been waiting for the Govt to take up necessary action.
The meeting today also resolved that the existing district boundary of Kangpokpi shall not be altered or changed under any circumstances.
In connection with the development packages announced by the CM N Biren on April 26, 2017, the associations claimed that people are yet to witness any of the packages even after almost a year, except the construction of market place for women and asked the Govt about the announced Rs 185 crore development package for Kangpokpi.
The meeting also revived various resolutions adopted in the 'Kumbul Kithin' (Annual Assembly) including the resolution of banning cultivation of poppy plant from next year in Kangpokpi.
Minister Nemcha appreciated the move of Kuki Inpi Kangpokpi and CSOs Kangpokpi, and motivated the people of Kangpokpi particularly women to rather involve in SHGs.
MLA Ngamthang Haokip opined that every Department heads shall be stationed at Kangpokpi DHQs and conveyed his bewilderment to find Navodaya Vidyalaya Kangpokpi and Block Institute of Education and Training situated at Kholjang area in Champhai Sub Division.
While, Minister Nemcha clarified that, owing to the non-availability of sufficient land for construction of Navodaya Vidyalaya Kangpokpi and Block Institute of Education and Training in the DHQs, the infrastructures have been constructed at Kholjang area where she and the people donated the required land.
The meeting also decided to celebrate district-hood day this year at Kangpokpi DHQs in the grandest way apart from hosting the State level Chavang Kut celebration 2018 and also decided to observe District-hood day from the following year.
It also resolved that unauthorized occupants of Govt quarters in Kangpokpi DHQs must vacate at the earliest while cautioning that Kuki.
Inpi and CSOs Kangpokpi will asked the district administration to conduct eviction drive.
Among the three elected representatives, Social Welfare and Cooperation Minister, Nemcha Kipgen, an elected representative from Kangpokpi AC and Ngamthang Haokip, elected MLA from Saitu AC attended the meeting while Yamthong Haokip, elected MLA from Saikul failed to attend the meeting.
ADC Sadar Hills Councillors including its Chairman Haokholal Hangshing, Vice Chairman, Thangjakam Misao, Executive Member Kaikhosei Lhouvum and Councillor Dama Vaiphei also attended the meeting apart from various others CSOs leaders including KWU, KSO, United Welfare Committee, TSA etc.
