Taking serious note of many social workers as well as Government and non-governmental organisations executing work along the NH150 and NH-53 at will without obtaining prior approval of the authority concerned, Public Works Department, Govet of Manipur has pointed out that it is against the decree laid down in section 5 of the National Highways Act, 1956 .
In a notification, Executive Engineer, National Highways Division no.II pointed out that it has also been observed that the road side drains are being re-sectioned, pipes and cables laid and the excavated earth dumped on the road side and commercial goods for sale stacked on the road side, thereby reducing the effective road width causing danger and discomfort to the road users.
Such action is punishable under section 8B of the National Highways Act, 1956, wherein it states, 'whoever commits mischief by doing any act which renders or which he knows to be likely to render any National Highway referred to in sub-section (1) of section 8A impassable or less safe for travelling or conveying property, shall be punished with imprisonment of either description a term which may extend to five years, or with a fine, or with both' .
The Department cautioned/notified that henceforth no agency, social worker or organisation other than those assigned by the Minister or on its behalf, shall execute work on National Highways 150 and 53 and all debris collected on the road side along the Highways be immediately removed, failing which, the Dept will take the help of the law enforcing authority to book the offender.
