All Tribal Disables' Union, Manipur (ATDUM) has urged the President of India for 3 percent reservation for differently abled persons in all elective bodies under the Constitution of India.
The ATDUM had sent a memorandum to the President Pratibha Devi Singh Patil recently.
The ATDUM memorandum signed by its President, Momo Tantanga maintained that political justice and equality status of opportunity have not been secured to the persons with disability since the adoption of the Constitution on January 26, 1950 although a comprehensive law, the Persons with Disabilities (Equal Opportunities, Protections of Rights and Full Participation) Act, 1995 was enacted and enforced in February 1996 .
The memo then urged the President to reserve at least three percent of the respective total seats by rotation in all the elective bodies under the Constitution of India including elections to Lok Sabha, Rajya Sabha, State Assemblies and Councils, local governance-Panchayats, Municipals, District Councils etc.
