Tender bids below estimated costs run to hundreds

Tenders bids for PMGSY works which were below estimated costs ran to hundreds, according to RD and PR Minister Francis Ngajokpa.
Responding to a query raised by Th Shyamkumar about minus tender bids, Francis Ngajokpa said that contractors/firms bid below estimated costs for execution of 171 works listed under PMGSY Phase IX as tender bids for another 113 works listed under phase X were found to be below the estimated costs.
Execution of eight works listed under phase IX whose tender bids were below estimated costs is yet to begin and 54 works listed under phase X and bid below estimated costs has also not started.
For 127 works of phase X, tender process is being held anew.
The total amount for phases IX and X which should be sanctioned by the Government of India is Rs 170.05 crore.
The money has not been utilized as it has not been sanctioned so far, Francis Ngajokpa informed the House.
To a query put up by E Dwijamani about development of Pumlenpat as an alternative home for Sangai, Forest and Environment Minister Th Debendra clarified that the Government has not issued any permission for development of Pumlenpat as an alternative home for Sangai.
Responding to a question raised by L Nandakumar, PHE Minister I Hemochandra informed that laying of underground main pipes within the area of Imphal Municipal Corporation for the sewerage project has been completed.
Laying of feeder pipes on IVRs started in October last year and the same work is targeted for completion by March next year, Hemochandra added.
L Ibomcha enquired about establishment of a technical university at Imphal.
Replying to the query, Education Minister M Okendro stated that no objection certificate has been issued to a proposal submitted by the Department of Higher and Technical Education to upgrade the existing IETE Centre to Institute of Electronics and Telecommunica- tion Engineers (IETE), University of Technology.
IETE Centre has also been advised to give a detailed report on the technical university's necessary physical infrastructure and financial investment.
