JCILPS to boycott Assembly session

Joint Committee on Inner Line Permit System (JCILPS) has decided to boycott the remaining three days of the ongoing Assembly session, which will wind up on July 10 .
This was stated by JCILPS convenor-in-charge Khomdram Ratan while addressing a press conference at MSF head office today.
He also appealed to all sections of people to stage a mass torch rally tomorrow (July 8) against the failure of the State Government to implement a strong law to check influx of non-locals in the State.
Kh Ratan further said that the 19-hour State-wide general strike was clamped by JCILPS as the Manipur Regulation of Visitors, Tenants and Migrant Workers (MRVTMW) Bill, 2015 is against the wish of the people of the State.
The Bill passed by the State Assembly in March 2015 must be withdrawn to implement a stronger law so that entry and exit of non-locals is effectively regulated in the State, he said.
Saying that the general strike was successful due to the support extended by various sections of people Ratan thanked the public in this regard.
Informing that the current Assembly session began on June 26 and will continue till July 10, Ratan said that it is very unfortunate that not even a single point on the issue has been discussed in the session till date.
He alleged that the present Assembly session is being held to enable withdrawal of a huge sum of money in the name of bringing development by sidelining the apprehension which has gripped the indigenous people of the State.
He also questioned whether the MLAs are not the indigenous people of the State.
Maintaining that people have given up hope that something tangible would be put into effect during the Assembly session regarding the matter, Ratan said that as such JCILPS has decided to boycott the remaining days of the session.
He said that the MLAs must also not attend the remaining three days of the session voluntarily.
On the other hand, Ratan appealed to the general public to stage mass torch rallies in their respective localities shouting the slogans - 'Long Live Manipur', 'Pass a new stronger Bill to check influx of non-locals to the State' and 'We condemn the MLAs' .
With the passing of MRVTMW Bill, he said, the State Government has not only betrayed the people of the State but also the All Political Parties Committee on ILPS.
Not even a single point recommended by the All Political Parties on ILPS was included in the Bill, he said.
JCILPS co-convenor Arjun Tenheiba said that police must be responsible for the unwanted incident that happened at Thoubal bazar today.
Saying that the flare-up broke out as police used abusive language against the bandh supporters, Tenheiba said that JCILPS strongly condemns the police action.
JCILPS co-convenors Somendro Thokchom, Md Kheruddin Shah and BK Moirangcha were also present at the function.
