"Delivery of justice to the door step has been deprived and denied and the poor public has been suffering," the memorandum cited recalling that since enforcement of the NE (Areas) Reorganization Act, 1971, a north east states are under a common high court.
It also observed that since the high court is regularly sitting at Guwahati, the senior judges are unable to know the identities of the persons to be appointed as judges from the place.
The Union Minister of Law had already given assurance for opening of separate High Court for Manipur and Tripura, MPP reminded in the memorandum expecting introduction of a bill in the House of Parliament in the coming Budget session in February, 2011. Due to the non-availability of the High Court, a large number of cases are pending in all courts in Manipur resulting to the increase of pendency, the MPP mentions in the memorandum.
