Imphal, April 27 2018:
Government spokesman and Works Minister Th Biswajit has been openly deceiving the public by claiming ignorance about a letter written by the MPSC Under Secretary with regard to the issue of renovation of MPSC building and rooms which was received by the Works Commissioner, said MPCC spokesman MLA Kh Joykisan.
Speaking to media persons at Congress Bhavan here today, Joykisan tabled documents related to renovation of MPSC office rooms.
He said that the MPSC Under Secretary wrote a letter to the Works Commissioner and the MDS Project Director on August 28, 2017 .
With the requisite fund already deposited with them, MDS had already started executing the same work.
Later, PWD asserted that they would execute the same work.
As such, it was duly informed that portions of the renovation works which had been already executed should be noted, Joykisan said.
It was rather surprising that the Government spokesman was demanding Hareshwar Goswami to clarify the assertion about withdrawal of liability (of the contract work) by one contractor while the same work was executed by another contractor.
Hareshwar Goswami is a spokesman of the Congress party and what he stated should be taken as the party's statement, Joykisan asserted.
A Government is a continuing process and it is quite wrong if the Works Department is saying that they have no idea about the works done by MDS which functions under Planning Department.
Then MPSC Secretary Shyam Lal Poonia notified about renovation of MPSC building on May 17, 2016 .
A Government being a continuous process, what was initiated earlier was only carried forward, he said.
All the projects/buildings inaugurated by BJP with much fanfare which they have been proudly claiming as their achievements were all executed by the Congress Government, Joykisan claimed and asked if any work/project taken up by BJP has been inaugurated.
He further questioned the Government's refusal to set up a committee for a thorough investigation into the withdrawal of over Rs 30 crore using forged CDAs.
Joykisan challenged the Government spokesman to an open debate on the same matter.
No contractor is capable of forging CDAs for it requires many signatures.
The CDAs were released only after they were signed by the Ministers concerned.
All the Bills advocated by BJP are passed in the Parliament whether they are opposed by Opposition parties or not.
But the National Sports University Bill was left out of the Parliament's business list and it only exposed BJP's true colour, Joykisan added.
