WC of Apunba Lup celebrates 13th foundation day

Imphal, July 13 2017:
Observance of silence as a mark of respect to the departed souls of those killed in anti-AFSPA protests and holding a public discussion programme marked the 13th foundation day of Working Committee of the Apunba Lup (WCAL) held at Lamyanba Shanglen, Palace Compound here today .
The occasion was attended by co-ordinators of WCAL Phulindro Konsam, Sunil Karam and Joy Chingakham; assistant co-ordinator K Joychandra; AMKIL president Ph Sakhi Leima, vice-president of Poirei Leimarol Meira Paibi Apunba Lup Manipur, RK Leibaktombi; president of Kanglamei, Y Leirik Leima and KWWA president Ak Memcha Leima as president members .

Addressing the gathering, Phulindro Konsam recalled that WCAL was formed by a public meeting held at Bamon Kampu on July 13, 2004 and since then the organisation has been demanding repeal of AFSPA from the State and exemplary punishment of those involved in the brutal of Thangjam Manorama .
He alleged that security personnel in the State have been committing fake encounters, rapes, massacres and other atrocities under the impunity of AFSPA .
He said that the protest against the draconian AFSPA in the State got consolidated following the intervention of National and International communities.
WCAL still stands against human rights violation especially by State actors in the State, he said .
Phulindro pointed out that there have been instances where security personnel involved in fake encounter killings were punished in other parts of the State but the same is yet to be witnessed in Manipur .
He announced that WCAL will submit a memorandum to the BJP-led coalition Government soon to demand action against those involved in fake encounter killings in the State .
The State will develop only when fundamental rights of the people are respected, he maintained .
In his speech, Sunil Karam said that the rate of atrocities committed by security personnel in the State under the shield of AFSPA in the name of counter insurgency has decreased to some extent after Manorama's killing and the Supreme Court verdict ordering investigation into 1528 cases of fake encounter killings in the State.
